Avoided Energy Supply Cost (AESC) Study – 2026

The New Hampshire Program Administrators, in collaboration with energy efficiency and demand-side management program administrators across New England, are seeking proposals from qualified consulting firms to conduct the 2026 Avoided Energy Supply Cost (AESC) Study. This tri-annual study provides updated projections of avoided energy supply costs across electric, natural gas, and other fuel markets, supporting program planning and regulatory filings throughout the region.

The 2026 AESC Study will develop state-level forecasts across key components including natural gas and fuel markets, electric capacity and energy, clean energy policy, transmission and distribution, reliability and resilience, DRIPE, and greenhouse gas emissions valuation. The study will be managed through a regional Study Group and completed via the Eversource ARIBA eSourcing platform.

  • Deadline for Questions (via ARIBA): January 29, 2026
  • Final Proposal Submission: February 6, 2026
